It seems this is usually the one just west of the camp where you recruit velanna. The templars want samples of ancient sylvanwood from the wending wood, and the chanter has offered a reward for the samples. I have thought i encountered this bug a few times, but just like others i've seen on the forums, i had simply missed one.
